IABM’s December 2019 report on the Middle East and North Africa (MENA) region found the transition to digital broadcasting has so far been completed by only a few countries. Equally, OTT penetration is generally still at low levels compared to US and Europe due to low broadband quality, undeveloped payment infrastructure, and piracy concerns. However, the OTT market is growing rapidly in the Gulf countries thanks to government-driven projects to enhance broadband, alongside an improving online payment infrastructure. In North Africa broadband infrastructure remains relatively poor, leaving satellite Pay-TV ahead of OTT as a premium content option.

Despite political and economic instability resulting in an uncertain investment climate, there are still opportunities for technology suppliers with broadcast and media technology investment on the rise, thanks to national broadband initiatives to support OTT video, IPTV and 4K transmission.
